There is a global recharge timer in The Secret World that affects most of the abilities in the game. The global recharge timer prevents other abilities from being used for one second after using any ability. Abilities can still be queued despite the global recharge timer. Some abilities (normally buffs) ignore the global recharge timer, allowing them to be used immediately after any ability, even an instant ability.
